I had an opportunity to view your discussion with Ian. I completed a cybersecurity certificate from SAIT in Calgary with a number of O&G talented people. Everyone in the class has the business and communication skills, plus had the opportunity to earn a few badges from Cisco. No one was landed a position yet in CS in Calgary where the tech industry is growing. I feel that companies who want "talent" do not want anyone under 5 years experience and don't invest in these individuals. I also don't believe there is a lack of talent but rather, the lack of investment in the unexperienced individual.
When I chat with individuals who have experience, I am reassured that it will happen and that I need to continue achieving certs (How many do I really need without a job?). I believe that employers really need to invest in new grads to ensure an improved CS posture in the future.
